Yes, the city or county inspects the property to ensure it meets minimum building codes. But that’s where the builder’s and the buyer's interests can diverge. A city inspector checks for compliance; an independent home inspector checks for quality and workmanship—and they work for you.

Here’s a look at why this step is absolutely critical for your biggest California investment.

1. New Construction Doesn't Mean Zero Flaws

Construction is a complex process involving dozens of subcontractors—plumbers, electricians, framers, roofers, and more. With tight deadlines and multiple teams, human error is simply unavoidable.

Common issues found, even in brand-new builds, include:

  • Behind the Walls: Missing or improperly installed insulation, poorly sealed air ducts (leading to high energy bills!), and improper wiring or plumbing connections that get hidden by drywall.

  • Structural & Safety: Improper roof flashing (a huge source of leaks), drainage or grading issues that direct water towards the foundation, or even foundation cracks due to curing or soil issues.

  • HVAC & Appliances: Inefficient or incorrectly installed heating, ventilation, and air conditioning (HVAC) systems, or non-functioning outlets and switches.

  3. Final Inspection (Standard): This occurs when the home is 100% complete, typically just before your final walkthrough. This inspection covers the roof, final electrical, plumbing fixtures, appliances, cosmetic finishes, and overall function.

4. Don’t Forget the 11-Month Warranty Checkup

California builders often provide a one-year warranty. As you live in the home, things settle, temperatures change, and minor flaws that weren't obvious at closing can become apparent.

I strongly recommend scheduling a final, independent inspection around the 11-month mark. This gives you a final, documented list of defects to submit to the builder for repair under your warranty, ensuring you maximize the protection your warranty provides before it expires.
